Advocate Urges Implementation of Legal Studies in Housing and Community Sectors to Curb Excessive Payments
In a humorous yet serious tone, Tatyana Moskalkova, the Russian human rights commissioner, addressed the All-Russian Forum on Housing and Utilities Development held in Moscow on September 20, 2025.
Moskalkova spoke about the need to improve resource consumption culture and legal literacy in housing construction, water supply, and wastewater disposal.
