DepEd Strengthens School Safety Measures after Nueva Ecija Shooting

In response to a tragic shooting incident at the Santa Rosa Integrated School in Nueva Ecija, the Department of Education (DepEd) in the Philippines has announced stricter preventive measures, strengthened reportorial mechanisms, and the development of localized school safety plans.

Following the shooting on August 7, 2025, DepEd has urged its field offices to heighten vigilance and implement stricter preventive measures against school violence and threats to the safety of learners, teachers, and school personnel. This includes strict enforcement of security protocols such as screening belongings upon entry, increased presence of security personnel, controlled entry and exit, and banning deadly weapons in schools in line with DepEd's Child Protection Policy (DO No. 40, s. 2012).

Strengthened Reportorial Mechanisms

DepEd has emphasized the importance of accurately reporting and addressing incidents of child abuse, violence, bullying, gender- and gang-related violence, with procedures for responding to threats and psychosocial concerns among learners. This underscores the need for effective reportorial mechanisms for incidents of child abuse, exploitation, discrimination, violence, threats, bullying, and other similar cases.

Localized Safety Plans

Schools are tasked with developing tailored safety and contingency plans specific to their locale, supported by coordination with local government units, barangay officials, and the Philippine National Police to monitor threats and maintain security. This approach aims to reduce school violence and protect learners and personnel by reflecting a comprehensive package of prevention, enhanced reporting, coordination with local authorities, and localized safety planning.

Support Services

The incident also emphasizes the importance of providing responsive learner support services, including programs on mental health, youth development, and psychosocial well-being. These programs are vital in responding to the aftermath of violent incidents and ensuring the overall well-being of learners.

Cooperation and Collaboration

Education Secretary Sonny Angara has called on all stakeholders to collaborate to ensure schools remain safe and nurturing spaces for learners. This response follows a tragic classroom shooting, highlighting a need for structural reforms and additional support to schools beyond policy, including infrastructure and trained personnel for handling violence and trauma.

The DepEd leadership's response reflects a renewed urgency after recent incidents, reiterating and building upon existing child protection policies. Close coordination with authorities to monitor external threats and ensure the safety and security of learners and school personnel is essential. DepEd 7, in particular, has requested a greater presence of law enforcement and barangay tanods near school premises.

The event serves as a reminder of the importance of the DepEd's Child Protection Policy and its prohibition on acts of violence, abuse, and exploitation. DepEd 7 Director Salustiano Jimenez condemned the shooting and assured that safety measures for students and staff have been tightened. The incident underscores the need for continued vigilance and stricter preventive measures against school violence.
