The Association of Intermediate School Teachers in Stuttgart has launched a campaign to gather signatures for a citizens' petition, aiming to secure a binding recommendation for the transition from primary schools to intermediate schools [1]. If successful, this could potentially lead to a referendum.

According to reports by dpa/lsw, the campaign was initiated last November by the Association of Intermediate School Teachers. The petition aims to ensure that the recommendation for the transition works according to the same rules as the more binding recommendation for grammar schools.

The campaign is currently underway in Stuttgart, with more than 20,000 of the approximately 40,000 required signatures having been collected so far [2]. The Association's chairwoman, Karin Broszat, stated that there is a real momentum and they are confident they will reach the required number of signatures by November.

However, it's important to note that a citizens' petition requires a significantly larger number of signatures compared to a citizens' initiative. For a citizens' initiative, around 770,000 signatures must be collected within six months. If the state parliament rejects the citizens' petition, the initiators can launch a citizens' initiative.

The petition is part of a subscription-based service provided by Staatsanzeiger. If the citizens' initiative is launched and results in a referendum, the citizens of Stuttgart would have the opportunity to vote on the issue.

The Association argues that a binding recommendation for intermediate schools would secure the existence and independence of all school types. They believe that this would provide a fair and equal opportunity for all students, ensuring that the transition from primary to intermediate schools is smooth and beneficial for all.

Currently, the status of the citizens' petition is unclear, as no specific information could be found regarding its progress. Interested parties are advised to check local Stuttgart educational authority websites or the Stuttgart city government’s official citizen participation portals for the latest updates.
