Steinbach, Manitoba Launches Rural Community Immigration Pilot

Steinbach, Manitoba, has launched its Rural Community Immigration Pilot (RCIP), an employer-driven pathway to permanent residence for foreign nationals. The program focuses on five priority sectors, with specific occupations and National Occupational Classification (NOC) codes listed. Employers must meet certain criteria to participate.

To be eligible, foreign nationals must receive a job offer for an approved NOC code under the Steinbach RCIP. They also need to meet additional criteria, including work experience, language proficiency, educational qualifications, and settlement funds. Upon meeting all requirements, they can apply directly for permanent residence with the federal government.

The Steinbach Economic Development (SED) will issue up to five recommendations per intake period on a first-come, first-served basis. A maximum of one recommendation per NOC code is allowed each month, with a maximum of two recommendations per calendar year per NOC code, except for excluded NOC codes. The intake period opens on the first of every month and closes on the 15th or when seven applications are received, whichever comes first.

The RCIP in Steinbach is designed to address labour market needs in rural communities. By prioritizing specific sectors and occupations, it ensures that employers have made efforts to hire locally before offering positions to foreign workers. This pathway to permanent residence aims to attract and retain skilled workers in designated rural communities.
